There have been many inappropriate or missed actions related to 38 Hi-Ann Court (also known as Lot 11 on map A561 for the subdivision developed by Hiram Carrington & Sons, Inc.) from the beginning and things need to be investigated before more inappropriate decisions around the property are made, forcing town residents to take costly and unnecessary legal action. The initial owners and developers of the property were a farming family who outlined very specific rules around how the land was to be used after it was converted from farming to residential. My email will summarize (some of) the actions not correctly taken and in direct violation of the developer’s wishes. |

SWALE/DRAINAGE- A swale was built along the end of the property. It is sloped downhill & the run-off is directed into the wetlands and onto my property. Site plan states that runoff is to be fully infiltrated on-site, so this is inconsistent with approved design
Because they built this swale, excavated, filled and added wood chips directly in the Inland Wetland Review area without an IW permit, this is a violation under CGS §22a-42, Section 2, 4, 6 of IW regulations
GRADING/ELEVATION-A substantial amount of fill was brought onto the site, creating a man-made hill. This was not on the site plan & has been graded at a very steep pitch directly toward my driveway, concentrating runoff onto my property. This changes drainage patterns and increases the risk of runoff and erosion. This act clearly endangers my property
EROSION CTRL-Silt fencing has been removed, even though it was supposed to remain in place until the project is complete, as per site plan.
ENCROACHMENT- A No Trespassing sign has been nailed to a tree that is on my property. We want that removed immediately, confuses MY guests, deliveries & UPS.
